Arguably there is still some bug here on php's side, but if your clang version isn't apple clang version 12.0.0 or newer then i suspect upgrading xcode will fix the problem on. I cannot get xdebug to install on macos catalina, with homebrew, php7.4.14,. I also tried to set cc_hav_asm_goto in the makefile but it didn't help.
